Canon Point Explanation: I thought it would be appropriate if Phoebe came in after the Angel of Destiny makes them choose between a life of demons and witch craft or a normal one because it solidifies that all of the sisters want to continue with their charmed destiny. Also, I wanted her to have gone through her marriage with Cole, it's major to how her view on things change.

Phoebe Halliwell is a rather extraordinary woman. She is a sister, an advice columnist, friend, and most importantly a witch. To demons and warlocks she is known as Phoebe Halliwell, part of the Charmed Ones. The witch with the incredible ability to foresee the future and past. But as a sister, she is known as the rebel, lover, and the girl who's daring. She was the classic little sister. The girl who didn't have a care in the world and thrived in the now. Phoebe Halliwell was the first to find out about their lineage - their destiny, and recited the incantation aloud bringing forth their powers. She loved being a witch, thrived in the unknown and ability to help other people throughout her journey of being a witch.
Phoebe's power of premonition, ironic if you ask Prue, wasn't an active power, it was actually considered a passive power. So she developed this need to learn how to fight to defend herself. After running into numerous dangerous occasions where she was vulnerable because of her lack of an active power, she decided to take the matters into her own hands and learn how to do martial arts to defend her sisters. Because she didn't have an actual hands on power, she focused all her energy on relying on her mind, for ex. when it came to writing spells, Phoebe is known for doing it on the spot and the best to say the least. Writing is a big part of Phoebe's life, especially after landing a job as an advice columnist as a result of helping one of her innocents. She even went back to college in order to gain more knowledge in the subject and give better advice to the fans that sent her letters. Phoebe's job means the world to her and is actually one of the primary ways they keep up with the payments in the manor besides the club P3. When she is lured into the darkness by Cole Turner, her demon husband, she still pursues her career and even argues to keep it.
Unlike the other sisters, Phoebe is the most influenced by evil, being Coles wife automatically made her the Evil Queen of the Underworld. While the other sisters had been lured into it in a few occasions, she is the easiest to be seduced by it because she actually was evil in her past life. Her cousins having to vanquish her because of it. Also, Phoebe is the only sister that was born in the Manor, above the nexus that was located in the basement. The Nexus is an ultimate source of power, 'the battleground of good and evil'. Known as 'The All'. So to sum it up, Phoebe can be inclined to be good or evil, just like Wyatt, Pipers son. In her past life, Phoebe fell for a demon named Anton. He seduced her into turning evil and convinced her into killing her two cousins. But Phoebe falling in love with demons didn't quite end there.

He was actually the longest relationship she has ever had, the blinding love that left an ache in her heart. Phoebe truly believed that there was a possibility of good in Cole and fought with her sisters to prove it, even lied about his death to protect him from them. She wanted to trust him, see the real man he could be, but once he became the source, everything went down hill from there. Once they were married, The Source aka Cole, made it his mission for Phoebe to become pregnant with his evil heir. It was foreseen that he would be one of the most powerful evil that ever existed. But being pregnant with Cole's child almost killed her. Vanquishing Cole was very hard for Phoebe, she knew that it was for the greater good, but deep within was that desire to be with him because she had always been in love with him, but so wounded by his evil doings. Cole hadn't been vanquished just once, he was like a bug that just wouldn't stay away for awhile and each time he was vanquished, it got harder and harder until it was final. For some time Phoebe believed that Cole was the definition of being indestructible, and with that belief she always knew that he would be around whether she liked it or not. So even if she said she was over him, deep down she always wonders, 'what could have been?'
Being a Charmed One means being able to overlook your own needs for the greater good. This meant giving up things close to her, to protect the mass of innocents. She knows that actions lead to consequences and it's more important to save a mass of innocents than saving a handful. On a daily basis she is faced with these hard decisions and she learned the hard way that this isn't dealt with just by avoiding them, but facing them. She understands that using her abilities for personal gain comes with its train wrecks because it's forbidden and could lead to possible exposure. Once she had a premonition of her future self, killing Cal Greene with her own powers and causing a modern day witch trial because of the exposure. Her sisters were hell bent on saving her but Phoebe accepted her punishment and refused to be saved, being burned at the stake. She learned her lesson in that premonition.
Phoebe is very daring, but she isn't fearless. She fears that she will become evil as a consequence losing one of her sisters again. Phoebe and Piper never fully recovered from Prue's tragic death and Phoebe most of all grew to fear her abilities as time went on because of what happened to Prue and how she became the Queen of all Evil. Phoebe grew up as the youngest sister, but when Prue died another charmed one arose and she became the middle child. Having to face what Piper did with Phoebe and Prue.This pushed Phoebe into bettering herself. She went back to school, pursued a career that she absolutely loved and just kept going up. Phoebe was a celebrity in San Fransisco and was often on the covers of magazines. She's the type of person that doesn't take no for an answer and learns from her mistakes. Phoebe doesn't let herself get stuck, she moves forward and isn't afraid of trying new things in the process.

She wants to find love and was known as the sister that dated the most. But even Phoebe closed her heart, Cupid was her witness. Throughout the years she had very bad luck with men, somehow something always went wrong and her life as a witch, being dangerous, was an issue too. There were a couple of times where she dated a normal guy, but when she'd tell them about what she did - who she was, they'd flee. But that's after the canon that I'm bringing Phoebe in Luceti.

At first Phoebe was the troublesome little sister that would run off when things got bad, but when she came back and gained her powers, things changed. Phoebe accepted her quickly, but she had to work with Piper in order for her to accept that the Power of Three was in tact once more, for filling her middle child duties. This is why Phoebe was so daring and confident, because she knew she had her sisters to protect her from anything. She depended on them, lived with them for years in her adult life. They were always inseparable and she'd be damned if she let anyone touch them. Phoebe is very protective of her sisters.

In the beginning her visions were black and white, but slowly as time progressed, her visions were in color, so vivid that she could feel the emotion and hear everything around her during a premonition. This power is uncontrollable, but she later finds a way to summon visions at will.
Levitation is Phoebe's first active power. She gains this ability later on. It's the ability to defy gravity and float in the air. At first, it is uncontrollable to her, but she later learns to use it appropriately in her martial arts. She is able to glide for a short distance and walk on walls.
Phoebe is also known to be skilled at martial arts, attending self defense classes and is the strongest hand to hand fighter of the four sisters.
